If further developed into 3D there is multiple software I drift between, currently using Sculptris (learning Zbrush) for sculpting certain features of the character for better proportions and a more live effect.
Exporting into Maya or Blender using topology and blending shapes for other sections.
Or simply hard surface modelling in Maya or Blender.
